Terrorism is nothing new, but the shape it takes – with a very large number of victims and no easily defined political agenda – makes new demands on public safety policy. The approach that the military and policymakers choose is primarily one of curbing risks rather than seeking lasting solutions to the conflicts. '
 
The international (and the Dutch) debate on how to respond to terrorism has thus far placed greatest emphasis on legal and military means and on the role of the intelligence services and the police. IKV Pax Christi is studying how civilian organisations can turn radical tendencies around or how civil society can cope with the terrorist threat; it focuses in particular on the political participation of Islamists, the backdrop to radical tendencies among young people, social exclusion and coping with a many types of value systems.
